Unable to modify bank tab contents despite being guild leader/Rank 7

I am trying to move contents of the guild bank around and clear space but am unable to do so despite being rank 7 (guild leader). I inherited the position due to member inactivity. I can modify permissions up to rank 7 but as far as being able to move items, I am unable to. i can desposit items into the guild bank, but I cannot move or remove said items. I have been in this position for a few months, and only recently decided to categorize and organize the guild assets. Is there an outstanding issue with characters ranking up due to player inactivity?
