That sounds reasonable to me. Cryptic should have the metrics to tell them how many sales of the ship they would lose, but my wild guess is not many. They just need to make them UR tokens not Elite, since the odds of getting an Elite are (roughly) one in eleventy billion :)
The part about the nebula that annoys me is that there are 3-4 captive ships to free in there and you move so slowly it's hard to get to them in time. My PUG did it in tonight's TFO but it felt harder than it should be spending a minute crawling towards the enemy groups.
I just tried the Arc launcher and it brought up STO without any problems, then I Engaged! and loaded a character. I also did the daily event 6 hours ago. Yes, console notifications haven't been as reliable as PC lately. I missed the red alert event (no big loss) because it didn't get a separate notification -- it was buried in another one, I forget which.
Thankfully you can miss 2 entire events and still complete the campaign without spending zen to buy out one. 6 x 7 spare days = 42 spare days for the campaign. Also, buying out one is now very attractive given you get all 3 rewards.
