I have seen a similar situation in another game I played years ago and had to disconnect my joystick to get it to stop. Might try to see if that helps you, if you have a joystick connected.

Yeah, glad I searched for this myself, though I'm honestly surprised I found anything about it. Usually can't find anything when I try to use the search.
I have my controller hooked up too and didn't realize it was upside down and had weight on the stick that rotates the camera.

Are you in combat or out of combat?
If in combat the camera will always rotate to your target. Annoyed me at first also till I figured it out
