Fesarius system

why cant I enter the Fesarius system it has warning buoys and can not get by them saiy I do not have permission to enter system

    The First Federation has put their sector of space out of bounds at this time. It may come into play in the future, if Episodes are created for our contact with them again.

    Who knows? If Cryptic can make a Lockbox and Reputation out of it, they will.
