I have recently been introduced to the world of STFs and am still fairly new, but what i was thinking was to get a vesta ship, i am a tac captain.
What would be the best build to have on the ship?
What Boff abilities will i need?
What Captain abilities will i need?
I also want to know keep good ground skill points as well, as i do a lot of ground STFs too.

All of those are available from the bridge officer trainer on ESD. For consoles get 4 damage boosting tac consoles for your damage type, a Neutronium, and an Emitter Array. That should set you up reasonably well and not be too expensive.
Yes, the Advanced Escort and Patrol Escort are basically the same except that the Ensign slot on the Advanced is a sci and on the Patrol it's an eng. Generally the eng slot is more valuable than the sci slot, at least in PvE. Polarize Hull is really a PvP power, in PvE you don't really need to move that much, the tractors only really cause a problem if your team screwed up and let a cube get to the probe duty person in KA and on spheres, and not too much of one then. Besides, you've got half uptime on APO the way I built it anyway, why bother with PH? For eng slots you basically need 2 copies of EPtS unless you're impossibly good or using expensive doffs, the Patrol Escort gives you space to run an eng power other than those, and the Aux2SIF I suggested is a very nice hull heal and resistance buff, which results in significantly better survivability.
EDIT: Evasive Maneuvers doesn't actually clear tractor beams. Technically the effects of a tractor beam aren't absolute, it's only a movement debuff, so EM could in principle allow you to simply keep flying while in the tractor. Practically, I haven't found it very noticeable.

EM let's my engineer nearly ignore ai tractors in my fleet tac retro and hec. No idea how effective it is against player tractors in pvp though.

generally they said you need an escort because you are a tac, so its a nice stereotype. in the vesta as a tac you could be of extreme hlep in an stf, or space pve, even with my build (though the skills and some of the consoles might need to be changed)

Ahh i see, the trouble is being able to affrd the DHCs for it, they arnt cheap.... i only have around 3.4m EC and thank you, ill look at that.
I didnt say it was gonna be cheap but with a tac you should have a higher base dps than me, so you go to sb24 and gorn minefield, and you can get the first place and some easy money
also you can get creative with your setup, my particular build just works well enough, so you can aim for that if you want

vesta can come pretty close to the escort dps (mine does 10k, and I am a sci), while having cc abilities, with the only real drawback being the turnrate

Keep in mind, you don't need to zoom straight to blue or purple weapons. Mk XI commons or greens work just fine and are a lot cheaper - I've seen some at 10K EC or less on the exchange. Which is not to say that you shouldn't GET better weapons eventually, but everyone has to start somewhere, and you could do far worse.
Only in PVP, for the rest of the game, anyone can have a lot of fun and be highly successful in a cruiser as eng, or a science ship as sci.
For example I think I do quite well in eSTFs as an engineer cruiser captain, but I wouldn't go into PVP as him, as I know I would get my TRIBBLE handed to me. At the best I would be able to tank an escort's attacks for a short time and not be able to retaliate good enough.
When I'm on my sci I wish I was a tac. On my tac I wish I was my sci. Yeah, in most cases a tac in an escort is going to be most effective, but the differences aren't as strong as most people make them out to be. No amount of DPS is going to save the day the way I can in a well specced vesta when things start to go south. No amount of fancy vesta tricks are going to mean a damn if the run goes so smoothly I don't need to do anything but DPS.
I don't PvP so if that's your game then you need more specialized advice, but for PvE the classes and ships are more balanced then people would lead you to believe. It's not perfect but it's not as lopsided as the extremist insist.

well the only reason you would need the fancy abilities, because others did not have the DPS or brains to keep stuff under control. so the imbalance is right there, and it is severe

depends on your playstyle. if you dont mind the turnrate, then the vesta has more "fun" potential, because of its versitality

No, turn rate doesn't really bother me, as in STFs a lot of what yu do is almost stationary, and as long as you have evasive maneuvers, there's no worries.:):)
