Intrusive Energy Redistribution

I am a lvl 65 Vanguard Jem Hadar engineer. My Intrusive Engergy redistribution skill doesnt seem to be working. I'm not getting the energy boost, drain, or the visual effect. When I activate it, I get a science team with a plus sign showing up over my ship. Any ideas on how to fix this? I miss using it.
