Unable to buy Zen from Steam

After the last patch I no longer can buy Zen using my steam account. I know that in order to use steam, you have to launch the game via steam, and have the overlay option checked. Did all that. When I launch the game I see Steam saying "Star Trek Online - Running", but after a couple seconds the "-running" goes away. Is there something wrong here? It seems like steam is suddenly losing track of the game. I have asked for help from ARC and Steam, and both say it is the other companies fault. This is beyond frustrating.
