negative expertise glitch/bug

for some reason all my characters have negative expertise and i have not used any as of late on any BO abilities maybe for projects but even then it says i had expertise but not negative expertise i didn't realize this until i switched ships to configure BO abilities for the new ship i switched to that i happened to have stumbled upon this problem since when do we get/have negative expertise ? this is a problem in of itself especially since it says im negative a few hundred thousand on each character . can someone look into this as to why all of a sudden i have negative expertise
