What happened to the flash sale?

So, a "Flash sale" is mentioned for July 9, 2018 from 10:00AM to 8PM PT for everything in the Duty Officer and Personnel tabs of the Zen store. So, I went to buy two extra slots for bridge officers. This was 11:40AM PT. I was charged full price, 250 zen. So, what happened?
