Reputation project bug

I have two projects completed in the Competitive Wargames reputation - the Resonating Competition Secondary Deflector and Prevailing Fortified Resilient Shield Array. Both are at 100% progress, however the countdown timer never activated. These have been like this for some time now and nothing has changed. I can't even cancel the projects since they are at 100%. I'd really like to get these items, or at the very least open up the Project Slots to try again.
