I believe that most of the vendor NPCs in STO are 50% vendors. This would include any specialized equipment sellers (Space/Ground Gear, Kits, etc.), as well as all of the bartenders.
The only vendors I can think of that give 40% of value are the Replicator, Commodities Brokers, and the Ferengi traders; ya know, 'cuz they be greedy like that.

Star Trek Continues is still doing its thing, so that's cool. Good storytellers will make good stories, guidelines or otherwise.
