Incorrect face, hair, and preview icons in the tailor

The face, hair, and preview icons in the tailor are sometimes incorrect. Under different circumstances, I have observed all of the following problems:
1. blank face icons
2. incomplete face and hair textures
3. incomplete textures in large and small previews
4. dark large and small previews
Steps to reproduce
1. Visit the tailor.
2. Change the tailor view mode to "List" by selecting "List" from the drop-down menu in the upper right.
3. Restart the STO client and visit the tailor again.
4. Choose an outfit slot and click "Modify".
5. Take a screenshot of the tailor UI.

6. Click "Cancel", choose the same outfit as before, and click the "Modify" again.
7. Take a screenshot of the tailor UI.

8. Compare the screenshots taken in steps 5 and 7.
9. Notice that the screenshot in step 7 has blank face icons, and the textures in some of the face and hair icons are not fully rendered.
10. Modify one of your outfits and change into the long white winter coat ("Winter Coat Long White").
11. Change the tailor view mode to "Large Previews".
12. Restart the STO client and visit the tailor again.
13. Take a screenshot of the tailor UI.

14. Exit the tailor. Then, immediately reopen the tailor.

21. Restart the STO client and visit the tailor again.
