Starfleet Academy darker after "Agents of Yesterday: Artifacts"

Holodeck ticket 4,171,557 (submitted on 11/15/2016)
With "Lighting 2.0" turned off and all other settings the same, Starfleet Academy is darker than it was before "Agents of Yesterday: Artifacts"; at each "Bloom quality" setting ("High", "Low", or "Off"), the environment is darker than before. In contrast, Starfleet Academy is much brighter with "Lighting 2.0" turned on. This indicates that Starfleet Academy relies too heavily on "Lighting 2.0" features to light the environment.
NOTE: Although "Bloom intensity" affects the brightness of a light source, such as the sun, and the area immediately surrounding a light source, it has no visible effect on the overall brightness of the environment. Therefore, the user cannot compensate for a decrease in environmental brightness by adjusting the "Bloom intensity" slider.

Steps to reproduce
1. Install the following build:
Version: ST.64.20160709a.39
SVN build number: 200840
Holodeck patch date: October 19, 2016
- six days before "Agents of Yesterday: Artifacts"
2. Start the STO client, and log on to a Federation character.
3. Go to Starfleet Academy.
4. Go to the area by the shore and face San Francisco across the bay.
5. Take screenshots with "Bloom quality" set to "High", "Low", and "Off".
6. Turn around and face the four pillars at the center of Starfleet Academy.
7. Take screenshots with "Bloom quality" set to "High", "Low", and "Off".
8. Go to the building with the bank, mail, and Exchange, and enter the corridors behind them.
9. Take screenshots with "Bloom quality" set to "High", "Low", and "Off".
10. Exit the STO client.
11. Install the following build:
Version: ST.66.20161016a.7
SVN build number: 201656
Holodeck patch date: October 25, 2016
- "Agents of Yesterday: Artifacts", day of release
12. Start the STO client, and log on to the same character as before.
13. Turn "Lighting 2.0" off and set all other graphics settings to the way they were before.
14. Repeat steps 3 through 10.
15. Compare the screenshots from the two builds.
Graphics settings
After the release of "Agents of Yesterday: Artifacts", I restored my graphics settings to the way they were before the patch, and I turned "Lighting 2.0" off. Note that, before "Agents of Yesterday: Artifacts", a bug caused the "Advanced" tab to always display "Bloom intensity" as 57%. The actual value of GfxSettings.BloomIntensity in my gameprefs.pref file was 0.2.
