Item 1 - Romulan characters cannot enter Otha below level 60.
Item 2 - On the plus side level 60 Romulans can then choose between the 14 different versions of Otha.
Item 3 - Completing the PvE part with a level 60 character does not grant a reward at the end (also happens in Qay'Ghun).
Item 4 - If you enter a lower level instance of Otha with your level 60 character (see item 2) and participate in the PvE part none of the other participants will get any rewards as well (might or might not even require participating at all)
Item 5 - True feds cannot use it to complete their warzone tutorial. Klinks at least have the option to go to Qay'Ghun.
