PS- Federation player. I have lots of Zen, not looking to play the lock box scam nor do I have much EC, Lobi, Latinum, etc. Once I get into a fleet I'm willing to buy space or ground sets from the star base if those are the best or pretty good sets.
I had this issue last night. Bought an intel BOFF at ESD and the skills were not the same. Getting it fixed at the BOFF trainer wasn't a big deal, but had I not checked it on the spot, it would have been a real pain when I went to use that BOFF and found out the hard way.
I have noticed this when doing the Undine Infiltration mission, and the force field won't let anyone leave the transporter room to do the mission. I'm pretty glad they haven't been penalizing anyone for leaving that broken mission because it seems to happen to me on a daily basis.
Happy, no. When I bought the Odyssey and Vesta packs for 5000 Zen each, I did so thinking I wasn't going to have to spend any more Zen on them . When all is said and done, I'll have spent 11,400 Zen, and they still won't be T6.
I hate to burst the OP's bubble, but you do not know what an intelligence officer is. Furthermore, since ship crews in Star Trek pretty much follow the same organization of US Navy ships, it would be safe to assume that every ship is supposed to have an intelligence officer. Intelligence on a ship falls under Operations.
Torpedoes move too quickly to be targeted, that's why they aren't destructible.
