The test should have been done correctly (same mark/quality, no tact consoles, same distance, no additional bonuses from flanking, etc). It doesn't seem to be converting the damage type to phaser. The test is easy. Equip disruptor/phasers/antiproton DHC of the same mark, activate surgical strike 3, read tooltip weapon damage. Disruptors reads MUCH lower than phasers and antiproton.
The XP grind is impossible and is ridiculously not fun. I don't mind paying money to have some fun, but the grind to max out specialization points is just too much. May have to throw in the towel if this doesn't get changed soon.
