UPDATE: Apparently, a workaround to the above is using Eject Warp Plasma to strafe the otherwise untargetable ships. Also, PC update notes state that the issue will be fixed on PC with today's patch. Hopefully it will soon be fixed in a patch for console as well.

I'm sure Cryptic is taking it seriously and looking into it by now. While I'm waiting for it to be fixed, I use my account bank instead of mail to move items between characters. :)
