So many people questioned the date (not to mention other questionable details) in the announcement and there has been a week in which it could have gotten fixed. I guess they are standing by what they posted. I'm sure it will start in game aaaaaany minute now.
I've run them all since the start of the Klingon Recruit event, but I also notice that the recruit reward list does not have 'Vigilance' on the list of arcs to complete, so maybe that is tied into it being removed at some point in the past. I have just reached this point in the story with my recruit. I'm not going to try any of the "workarounds" just yet, so I hope the devs kept some notes on what fixed it last time.
What was broken about it? I just ran that mission yesterday and was able to get through to the end. (Given the other issues, I'm guessing it was that the graphics for the "scanner" barriers were not showing? If so, those seemed to be working properly.)
Out of curiosity, who are the software experts if not the devs? (Not saying anything against the devs here, I'd just automatically assumed they were the authorities on how STO's magic turned 1's and 0's into starships and whatnot.)
This aspect of it I have actually seen before. The difference now is that even the 2nd time I go in, while I think it shows other things correctly, the material is always Type 1 no matter what it is really set to.
For me, this is mostly event reward ships. Some of them have no options available other than maybe colors. On those I use vanity shields instead. Just claimed Tier V rep for Iconian Resistance (Deploy Sensor Interference Platform space trait). The trait did not equip automatically like I thought some others have done, but the bug did still happen and my personal ground traits went screwy again.

At least this last time with the Improved Hunter's Instinct I know it wasn't because of being in a mission. I claimed the trait from the recruit item while at the Qo'nos shipyard. I had already taken screenshots of my setup, though, since I knew the loadout would be corrupted and of no use.

The possible pattern I have noticed is that the mission given on PC between 11am and 3pm Eastern (it is 11:20am Eastern at the time of this response) has 3 locations. So if you really want to complete the mission on KDF, now is the time to grab it. (3pm to 7pm might also be ok, but it breaks again for me with the 7pm set)
There are definitely some "bad" spawn points that need to be fixed, but worst case on those I have to wait a couple minutes for them to move if I can't find one. You just have to wait until the locations change and see if the next set has 3. It will be a disgrace if we get to the end of the event with this completely unaddressed.
