No, that was the case back when. They CHANGED IT. A friend of mine got into ESO on the PC in 2015, but bought it on the Xbox One at the same time i did, this summer, and he was also able to transfer his account over.
Hah, no not really. The European player base outnumbers the US player base by far. Meaning that at 4pm CET, it would be the most busy time on the server. Heck, this game even broke sales records in the UK alone. In the US, this game really isn't as popular as some people want you to believe. "Player Base". Yes, they are.

The character, it's inventory etc are simple text files that doesn't contain any codes related to either versions of the game itself.
