Depends on if you have a broad or a strict view of currency. If the only thing you can do with unrefined dilithium is trade it for refined dilithium, then I don't consider unrefined dilithium a currency. Nor are fleet marks or Omega requisitions or any other "one way dead end street" kind of thing.
