My target has literally been within 10 meters of me and i still cant use it when i target a ally. can still send them heals though.

im having issus using "extended sheilds III" on my starship. i mark a ally and i can send him hull heals but for some reason "Extend sheilds III" is still grayed out. Could anyone help me figure out why its grayed out?
