I have a Romulan datachip (History of New Romulus Volume 4, Chapter 5 I believe) but I can't use it. When I right click on it, the use command doesn't come up. What am I doing wrong?

I have encountered the bug with the beachcomber wear with a normal Federation male. I've written Cryptic about this but their responses have been vague to say the least. Is there really a patch coming or are they just saying it?
