of course, the out-of-universe explanation is that the various writers were either unwilling, for whatever reason, or just too lazy to come up with unique energy types - or torpedo types or FTL types, since almost every alien race in existence uses photon torpedoes and warp drive

also, the 'culture' we see in TNG onward is more like a diseased version of the culture seen in TOS anyway - they were not a hegemonic police state back then, and while they were definitely cunning and sneaky, it was not to the same extremes shown from the 80s into modern times

they did no such thing with the breen weapon - they found a way to make their OWN ships immune to it - completely by accident, i might add - but the actual countering of the weapon entirely was accomplished by a STARFLEET strike team

frankly, that never was actual canon, because it was never directly stated that the brief klingon-romulan alliance involved a tech swap...fans just took one look at romulan D-7s and a cloak on a klingon ship (that was originally supposed to be romulan to begin with) and ran away with it

there's a simple fix for that - the klingons who use cloak are shinobi, the ones who don't are samurai...the latter considered the former dishonorable for precisely that reason - they used stealth and subterfuge of course, that's judging according to HUMAN concepts of honor, not alien

color is more likely dependent on whatever focusing agent or gas, if any (like in star wars, legends at least), is used than what type of particle makes up the weapon
