at least drain builds still get the benefit of boosting the subsystem offline duration to absurd levels - at 1k drain, you can get 30 seconds of disable on EVERYTHING hit by the volley, including 'boss' entities like tac cubes or other similar dreadnoughts - which is why the console is definitely getting nerfed
