I can upgrade from Mk XIII to XIV but the attributes are exactly the same. There is no increase in anything. Why is it possible to upgrade this weapon but receive no benefits? Or is this a display bug? Please fix this.

That is hard to believe. The possibility to promote a boff to captain is already implemented in the game but the requirements for this is you being an Admiral, which is not possible (yet). So either you are experiencing a bug in the game or you are (wittingly or unwittingly) not telling the truth. :rolleyes:
Please carefully read the definition of "insta-kill" again! A "Borg plasma HYT" can easily be avoided. A "Borg invisitorp" is a bug, which in my experience is mostly gone anyway and serves as an excuse now if you happen to get destroyed. Of course you have to sort out the details. Insta-Kill (from 100 to 0 in one hit) by any enemy weapons can not happen, you have to have a change to avoid death. Its as easy as I already mentioned: Make player "deaths" count. If your ship gets destroyed, its destroyed. You are out. Better luck next time. Optional: Randomize enemy encounters and behaviour. They dont even need better AI or more weapons or more hitpoints, just mix things up a little. Problem solved.
I disagree. Higher difficulty does not equal better content. Making enemies tougher by boosting their damage output or their hitpoints does not make the missions more interesting. On the contrary: Maximizing firepower would be even more important.

No need for a "Compilation". Reason is because the crew-mechanisms are not working or to be more precise: They are in the game for cosmetic reasons. Crew is irrelevant = cruisers are UP Period. (To avoid misunderstandings, by crew I mean: http://www.stowiki.org/Crew)
