I got an old mk XII ground weapons tetryon ( forgot where I got it from ) it also can not be upgraded the upgrade feature is missing and can not be placed in an upgrade slot but it does save dilithium if you cant upgrade stuffs.

A cheaper and more generic solution is slotting the Borg Retrofit Deflector and gears in Visual SLot of a tiny ship ( size Defiant, T'varo ) it will look very borg -ish it looks very funny on tiny ships ( a flying borg deflector and green trails ... ) I would recommend you try this.
