This is exactly what I imagined when I thought of a star trek MMO. Right now I would just be happy if I could sit on the bridge and navigate through sector space.

I was experiencing this stuttering earlier today as well. After a thorough examination, I found the problem to be with my network card, specifically uTorrent.
