Say your captain finds an Isolinear chip/Isolinear data rod in the loot,
That chip/rod has a holodeck mission on it that is in fact a Foundry mission made for any player faction,
Lets say you kill a KDF NPC and get KDF chip/rod than you have 24 hours to play the mission once, or 24 hours to play the mission on it as many times as you want.
To play an enarmy mission like this may have some restrictions. The age of the mission may show up as Nebula static everywhere as a stolen mission is stored on a chip/rod it may be crupted or broken. if crupted or broken it may need an Engineer to fix it,
A Rare Optolythic data rod may let you build up a colection of missions you found.
A Very Rare one time use Optolythic data rod may get you a Very Rare ship item?
If you get so many chip's/rod's from one race or faction you get an accolade.
Also if you play so many diferent missions from one race or faction you get an accolade.
Get 100 chip's/rod's and get an accolade and Vic's lounge in a data rod for your own use in any holodeck.

Perhaps if you looted a KDF rod then you get to play the mission as a Klingon from the point of view of the holodeck if you want to??
I like the idea of finding isolinear chips/rdata rods with missions on them as random loot. But how would that work with the mechanics for the Foundry? Won't everybody in a faction have access to every mission published for that faction?
The idea of missions on chips as drops is really interesting (but would want them to be very random, so you didn't have to farm a specific set of missions over and over).
Might also be interesting if Foundry missions could be optionally "sold" that way via an in game NPC and/or on the exchange (perhaps for a capped price, in credits or Latinum). Perhaps in limited runs at a time and perhaps BoE (w/ unlimited replay) or tradable?
I think there are too many practical issues with having a short expority or one time use on them though (people having other things to do, the server / connections being flakey, so I think in you went down that route they'd have to be fairly common drops or have long timers (e.g. a week or two) to avoid player frustration.
Useing Latinum I guess you could buy a number of chips/rods from the Ferengi merchants,
Wile some green chips/rods could be setup to be linked to one Dev choesen mission and white chips/rods could be setup to be a random mission,
The Devs have selected a few Foundry missions and transrefed them over onto Holodeck,
Over time I am shure thay will build up a selection of ther faverates after thay relese Foundry on Holodeck,
Concept reminds me of Rings, chains and other trinkets in LOTRO that can be dropped by specific enemies that grants quests to further explore the background of the item.
