Well, I am a casual gamer and a Star Trek fan, I purchased the game not to long ago and have been slowly leveling up (about to be level 11). I play mostly for the storyline and I am not huge into grinding for xp (I am the type that reads every text box fully for the hell of the story). Anyway, I recently found out that I could be a Federation Klingon, which is awesome and to me more immersive. My question is this....
Should I start over and play as a Federation Klingon? although it will take me even longer to play through the same old stories and generally be a drag ( to replay all over again?) or should I wait since I've heard they will eventually allow people to have their first officers replace them? and continue playing and start creating a klingon first officer to replace me in the upper levels? (does anyone know when they will implement this feature?)
Theres nothing stopping you from keeping your current character and making another one. You have a number of character slots, and if you want more, you can always buy more slots.
If there is another character type you're interested in playing now then use one of your other three slots. If you can wait it's probably worth noting that Dstahl has said that they plan to implement a re-species option (likely to the C-Store) that will allow you to change what type of alien your character is. There is no indication of when this will happen though, but certainly not in the immediate future.
I've dropped 3 or 4 Klingon toons that had made it to Lieutenant Commander. But like the others said, if you want to be conservative, use one of your other slots. There's nothing really uber (gameplay wise anyway) about Klingons but if that's what you want, do you.
Any specifics on when they plan to implement the first officer to captain mechanic or the re-species mechanic. I wouldn't mid playing my current character till he is upper level and then having him be replaced later on in the game.

There are literally no specifics. Beyond the drawing board I don't think actual work has begun on either system.
