Wasnt there talk months back about giving players at level cap ways to earn more Bridge Officer Candidates?
I have a proposal that might work nicely if its possible.
Once every 7 days we would receive a message from Starfleet Academy/ KDF Fight Club stating that there are 3 graduates that have requested to be assigned to your crew.
Theses candidates would be one from each of the 3 classes and have set percentages to be generated Uncommon, Rare and Very Rare. (at that level who wants commons)
Wed be allowed to choose 1 of the Candidates; the other 2 would be discarded (sent a rejection notice)
The offers for the Bridge officers do not stack, if you dont log in to claim your new BO within 7 days and the next offer rolls in, you only will get 1 new BO.
This idea kind of makes sense to me; both factions must be getting new recruits from somewhere.
Having Academy graduates put in for assignments on your vessels just feels much more Trek to me.
Please feel free to improved upon this idea or offer a better one.

I like the general idea. We'll have to wait and see if Cryptic does anything with it though.
I'm been peppering every related thread from players and devs asking about a boff "store" or some alternative way of acquiring new boffs at cap. I'm happy to see others drawing attention to this topic as well. The exchange is pretty slim pickings right now in trying to get what you want and overpriced to boot.
I like OP's general idea. It reminds me of the tutorial! I wouldn't mind it if the mission actually has you going to ESD or somewhere and the 3 candidates stand in front of you and you interview them like the tutorial. Of course, the "interview" would essentially be the list of passive skills and active abilities the boff offers, but I just like the idea of meeting them face to face. Implementing a "daily" type of mission to get new boffs is a solid idea.
Alternatively, I have no issue with paying some merits for boffs, perhaps a sort of wagering a number of merits for greater chances at higher rarity.

They could also spice up the "replay" rewards by making some standard, random Green/Blue/Purple BOs available every time we replay the story line missions. Since they took away all the nice leveling weapons, this would be a nice way to add a "keeper" reward back onto those. Someone else already came up with the obvious suggestion of a "Rerun" for the featured series that would allow another window for getting the uber special BOs like the Breen. But it would be nice to have some regular, on-demand way of getting the ordinary ones as well. The BO rewards could maybe come from just the last episode in each story line chain, or maybe they could make some new drop like the True Way Computer Core that you can get from dailies, and when you have five or ten of them you get a mission unlocked to claim a new BO.

Why? The pace accelerates to easily once a play session in the higher levels they actually appear in.

Great idea! I too would be interested if they could some how make it like a mini-game perhaps to go and perform interviews for the Candidates. Gives me something better to do then another exploration mission lol.
I think it would be cool if it were based on either time played or skill points earned. I just think that handing out new officers every week for free is a bit too easy. You should have to earn it.
You don't have to set the bar too high either. That way those who aren't able to log on as mch as others can still earn officers at a reasonable rate.
Or better yet, make it a mission that you can only accept once a week or whatever where th objective is to gain x amount of skill points or something and the mission reward is your pick of 1 of 3 random officers. If you wanted to throw another variable in there then you could make it to where the difficulty that you are set on while doing the mssion affects the quality if the officers you get to choose from.
