The accolade should be awarded if you come 1st, 2nd or 3rd in my view for the amount of time they can take to complete. As its based on total damage, tactical captains have an advantage over Science and Engineers.
IMO Fleet actions should have one trophy for participation and another trophy for finishing in the top three. That way everyone gets something for their trouble and the best people get even more.
Yes, it's unfortunate that Tacticals usually do end up getting top billing. But its very possible for Engineers and Science Captains as well. Just need to be in an Escort or a Cruiser with some serious DPS.

So if you're in a Science Ship, its a matter of great luck you end in an empty fleet action and get far enough ahead that when people do come in, you get first place.

I also can see the thread of Engineers and Science Captains complaining that it "forces" them to be "heal boats" to get an accolade. I say heal others instead of overall healing because in the current state of the game, an Engineer could fly in hit FAW to draw aggro and just tank the entire round racking up points for healing his/her self while not contributing to the completion of the mission.
Each class brings unique characteristics to the battle and Science Captains that spec out to be purely offensive help Tac officers that much more in PvE.

I personally think that if redone, they would make great Dungeon encounters, where you end up fighting the Big Boss. Big Dig is a great example of this. Unfortunately, I doubt Cryptic would do that.
I believe they added healing to these as a means to "win" because of the Tac advantage so it is an avarage of healing and damage or something like that. Maybe a Dev will pipe in and explaine it better?
