Had an idea about ranks, basically instead of going straight from captain to rear admiral lower half the player has to choose a starfleet division (group of houses) when reaching captain rank and level up a bit in divisional rank.
The ranking system (federation) could look like:
lvl 1- 10 llieutenant
lvl 11 - 20 lieutenant commander
lvl 21 - 30 commander
lvl 31 - 40 captain - division ensign
lvl 41 - 50 captain - division lieutenant
lvl 51 - 60 captain - division lieutenant commander
lvl 61 - 66 rear admiral lower half - division commander
lvl 67 - 70 rear admiral lower half- division captain
lvl 71 - 75 rear admiral upper half - division rear admiral lower half
lvl 76 - 80 rear admiral upper half - division rear admiral upper half
lvl 81 vice admiral
The four possible division I came up with for federation are fleet (battles and engagements), special operations (intiligence and small strikes), logistic (supply and aid), research (explore and research/collect data fragments).
For the klingons I'm a bit at odd with ideas so far houses of command (battle and engagement), houses of the land (patrol, collect and raid) , houses of art (supply and research) and houses of recording (intelligence and exploration)
Each division/group of houses has it's own history, philosophy and storyline:
For example special operations has besides raiders, terrorists, undine infiltrators and planet killers problems with section 31 that are notoriously mingling with their affairs (and trying to recruit their rooster out of this divisions rank)
fleet is a not always happy about special operations ordering ships from the frontline which they need to keep klingon and gorn at bay
logistic is unhappy that neither fleet nor special operations can entirely protect the trade ships from orion raiders
research is trying to figure out Undine technology and what is wrong with the borg.
I got no real idea about klinks so it's guesswork here: houses of command are actively trying to push to frontline yet introduce some planning into the land grab attitute of houses of the land
houses of the land are colony caretakers, raw materials raiders and collectors and ensure that prison colonies are run correctly they care about a lot of police tasks, are unhappy with fleet not pushing the frontlines hard enough.
houses of art are more related to smithing weapon and such run high tech production and technological invention.
houses of recordings are about history, lore, tradition, intelligence gathering and exploration and the more likely to also conside diplomatic solutions.

However, I'd rather they just did away with the ranking system and just made us captains from start to finish (Kirk didn't like being an admiral; and if Captain is good enough for Kirk, then it's good enough for me too
