So I was thinking about this last night. One thing I hate about PvP (one of many things) is the "mechanical" nature of it. You que up, the system matches a certain number of players on opposing sides, with a certain map, based on level, and that's adorable. And go ahead and keep that.
But what about having in each sector, where you have enemy signal's flying about, what if you had randomly flying "enemy player signals". Make it level appropriate (so Brig Generals are not fighting commanders) but to pvp you can fly over to one of those symbols and it throws you into a map with a larger ship allowance for both sides, lets say 20 per side or more. Sometimes there will be more klingons than feddies, sometimes the other way around. The battles will seem more epic, larger scale and less "gentleman" llike , not to mention more surprising.
Points can be awarded based on number of ships per ship. If you have 5 klingons vs 20 feds, the feds will get fewer points per kill than the klingons due to the odds for or against you, so even if you are monstrously outnumbered, even if you kill one feddie (or klingon) and your outnumbered 5 to 1, you will be 5 times more points.
If this raw and more realistic combat aspect does not appeal to you, then que up and stay with the traditional STO pvp system.
Also, you can have sector reward bonus' for which side is winning the pvp zones for that class (captain, etc). The klingon's win a major battle in Regulus, they now get a 5% bonus for every player at that rank for their pve missions (when those eventually populate).
It does sound interesting. But the score would have to scale with the amount of people in the battle, and that would be strange. If it did not scale with the amount of people in battle, then it would just take to long or not long enough depending on how many people showed up.
Because if it was say 20 points, and it was 1 vs. 20 then the 1 could die 400 times! So that would seem rather difficult to fix. Because it would have to scale with the lowest number, but still. Still saying it was 1 vs 20, if it was score to 5 (Scaled with the lowest numbered side) He could still die 100 times if the score scaled like that along the lines of the 20 people kill that ship once they get 0.05 of a point for every kill. So it would have to be 1 kill per lowest side number. So the max that one ship could die was twenty, and he would only have to kill one person.
And it would draw the players away from the normal PvP which would not help many people. (I think I would stick with the linear "Gentlemanly" game )
Unless you force people somehow into this, it's pointless - people who do not want to engage in PvP will ignore these events and people who do want PvP can simply go arenas or captures. I'd welcome open world pvp though - where any player can force any player of opposing faction into a private pvp instance. That would be cool. But I am pretty sure hell would freeze over before Cryptic allowed this kind of system, because that would make the pvp VERY unpopular.

So I am not sure how well this would work out.
