Ground combat is brutal fps even turning stuff way down, any suggestions?
For some reason STO sets your graphic card to 100%. There is an option to disable that. I once had the problem that my computer turned to overdrive any few minutes when on the ground.
I find that certain effects cause me problems in ground combat. Specifically, the special attack from the breen weapon you get from the breen series drags me down, almost to a halt. Other times my fps is great. However, any time I have issues, it's always ground combat, never space.

if you have an nvidia card in the nvidia control panel look for managed 3d settings then look for a setting called maximum pre-rendered frames and turn that to 0

Would help to know what video card you are using. I can't speak for Nvidia cards, as I haven't used them in years, but if you're using an ATI (or AMD, excuse me) chip, try turning off Dynamic Lighting. It has caused severe FPS hits and client crashes most of the time since closed beta. I hope this problem will get sorted out relatively soon.
And word to the wise: WOW is very dated, and is by no means an indication of how modern games should run on your machine. It's quite infamous for being able to run on practically any computer. Nothing wrong with that, but STO produces some much nicer visuals.
My new Geforce 460 GTX has issues with STO and turning it down from High to Low got rid of stuttering. It might not be your case though.
This is could be related to a bug i found regarding the lighting and STO in general. load up task manager and switch to the performance tab and then run STO in high quality lighting, run around a bit at ESD and then switch back to task manager, you will most likely see a lot of CPU usuage spikes... switch back to low quality lighting settings and run about a bit and switch back to task manager and you will see the CPU usuage is much less... (testing like this works better with a second monitor )
In short the more FPS you have the more CPU usage you have and the more stuttering you get as the CPU cant cope with the high usuage and constant spikes and usuage... The best way to counter this is to limit the FPS to 30 FPS in the troubleshooting part of the video settings.
My theory on this is the lighing is being rendered in software mode, or at least some part of it is.
There's another thread about this issue that has several of us posting specs and troubleshooting. Unfortunately, the position from Stahl himself is that we need to fix this ourselves with in-game settings. That, sadly, leaves a bad taste in my mouth.
Is this on exploration missions by any chance? I have a mid-range rig (Q9450 2.6GHz, 4GB RAM, 8800GTS 512) and have no performance problems in general, but occasionally ground explorations maps cause my machine to slow to a jerky framerate. Maps like Earth Spacedock or the Deferi captiol run smoothly, even with large numbers of objects in them.
In particular I find that its maps with very wide open spaces and lots of grass or other coxplex environmental effects on them that run slowly.
I think its just that the procedural map generator that either doesnt know not to add too many effects to a single map, or that these maps were simply never optimised due to lack of time/money/resource.

in that case you also will want to turn dynamic lighting OFF because it will produce some horrible lighting effects in certain missions.
