Star Wars Galaxies uses Vivox, too. You can manually select the channel (Guild, Group or create a private chat channel). Sometimes you lose the Vivox client when you change toons, though, restarting the game usually solves it. It's running as a seperate task so switching toons might still cause trouble, hope it doesn't happen in STO.
You can switch it off completely or fully customize to your needs. You can select your input device (sound driver), input and output volume and more.
I hadn't heard of them either, and I thought I had never used it before until I found out that Eve Online also uses vivox. From what I remember, it worked pretty well.
With the low cost of TS and Vent Servers and the fact that most fleets maintain one, this is not likely to be a widely used feature. I remember when EVE did this and most fleets still use their Vent/TS servers and the in game is typically for pug use only.
Personally I would have rather seen them fix the integration of Facebook and social networking that was promised over integrating this.
I'm glad they finally got ingame voice put in. It was a much requested feature even before the game went into closed beta. There are many fleets out there that are too small and the majority of the fleet has to work, take care of family to warrant the monthly rent of a vent/ts server. So this is a nice addition so I can actually talk to my fleet mates or if I actually ever team up with some random folks, which doesn't happen too often.
I have researched into Vivox. I was dubious about Cryptic teaming up with some company i have never heard of. After doing abit of digging i have found that they are the bees-knees in terms of video game communication.
Almost every major MMO uses their technology and for STO to be on this bandwagon, is a good sign.

ahem to that i never heard about them until now either, but they're obviously the best in in-game voice communication, and Cryptic partnering with them should bring more people to the games, which would only bring good results

Give criptic a break, man. It has only been over a year to fix a DLL on the facebook feature.
