If on my next promotion I opt for an Escort, what happens with my 2 Sci BO's as there is only 1 slot available? Also am I able to add the extra Tactical BO needed for the Escort?

You can wait for one to volunteer to join you as you level, or go to the BOff vendor in the Personnel section of SB 01 and recruit one (for starfleet merits). The volunteers tend to be somewhat higher quality, but it's mostly random what kind will volunteer.
(ISTR a LCdr mission which has BOffs as one of the reward options as well.)
You should go the the Exchange for your Boff. you will be able to buy a "BLUE" one for under 5000 if you look. Tons of good officers there, and they are always better than going to the merchant.

You won't have a second Tactical Station for a Science ships until you reach Rear Admiral ranks if you go with a Reconnassance Science Vession. Only Escorts get a second Tractical Bridge Station from Tier 2->5.
If you are taking about extra Brdige Officers. You can get a Common (White) Bridge Officers Candidate from the Personnel Officers in Personnel in Space Dock. You will also get a choice of Bridge Officers candidates from a few early Episodic mission. You also will get a random Bridge Officers Candidate as you level up at level ending in #0, #2, #4, #7, #8, #9. Green at Lt. Blues from Lt Commander -> Captain. And then Purple at Rear Admiral.
Is there a limit to the number of BOffs you can have just hanging out on standby? (Not manning a bridge position)
Currently the limit of BOs you can have active is 10 and will be 12 at level 61. The amount of non assigned BOs is at least 12, but I don't know what the real limit is. This last catagory can also be traded with friends, mailed to alts or sold on the exchange.

The limit is tiered, each rank or so you get a couple more billets for extra BOs, another BO tab labeled "New Officer" will appear under the existing BO tabs in the status screen when a billet opens up, either through promotion or when you dismiss a BO.
