Photonic shock wave III

Ive trained Photonic Theory 9 for Photonic Shock wave III but I can't train it to my Bridge Officers, Its listed as a trainable Captain skill. Has anybody been able to train Photonic Shock wave III to a BO?

    Apparently, you can only train level three abilities that match your chosen career/profession. So you can't train level three Science abilities unless your a Science captain (not captain the 'rank,' captain the player character). That might be the problem?

    That's because it is a *captain* skill and it's currently impossible to promote your bridge officers past commander. It's simply a miss by the devs. I guess they simply forgot about this when they limited level cap to rear admiral 5, etc.
