Getting Bridge Officers from a quest doesn't match the one I chose

I just completed the Doomsday Device quest and it gave me a choice of 3 bridge officers. I decided carefully which one I wanted considering their abilities. But after choosing the one with the abilities that I liked, I go to my assignments to see that I've received a completely different bridge officer with different abilities. I've also noticed this with simple Bridge Officer Requisition missions and my friend has also had this problem.

I hope this is a bug...

    I had this too much to my annoyance. Currently I'm leaving them in the bank until its fixed.
