hey devs any news on when we can do some open world pvp.. maybe turn the whole galaxy into it execpt for home sectors and systems with starbases?
or turn the whole klingon - fed border into a pvp area that when planets are controlled for certian amounts of time that faction gets bonuses in that sector.

Is that even being seriously discussed by Cryptic? I cannot see any game doing Open World PvP. PvP zones have always been instanced and left on their own, as they should be.
World PvP just wouldn't work in this game because it's so instanced. They enabled PvP in some zones as part of the end of beta event, and as any Klingons who were present during that event would tell you it was a complete crapfest because the engine just doesn't support it. If an instance just happens to be close to full, your team will be split up and you'll probably end up in it on your own.
I doubt they'd ever open up sector space to combat either, even in the neutral zones. Lore reasons about warp combat aside (which are contradictory in themselves), most players find it annoying enough to be caught off-guard by an "enemy signal contact". They'd hate it even more if it were a player.
Actually a system like Pirates of the Burning Sea work work fine.
Works like this, in a PvP zone this happens....
1.) you chase after another player, as you get within range the "attack" button pops up, you click it and enter the instance.
2.) you and the other player alone are spawned at a distance apart from one-another. You can not just warp out and the only way out is a few gateways out here and there in the system that you would have to reach, full impulse could or could not be disabled.
2.) reinforcements, for 30 seconds to a minute other players can join in as reinforcements.
The reinforcements are then spawned far far away so they could not just pop straight into battle.
After the timer has expired the instance is closed and no more can enter.
3.) game is fought until one either escapes or the other is defeated.
This is just a very basic idea, but is just one that proves that Open PvP in a zone is a very realistic idea.
It can be done and has been done in other games.

PvP is all about the challenge of an unpredictable opponent, right? How come that in most games that allow PvP more openly than in certain locations do you see high powered characters jumping on the low levels?
Because people are jerks.
Not all of them, just enough for the minority to ruin it for the majority.
There was a lot of discussion in closed beta on this issue. A PotBS model was presented as well as a somewhat separate 'open' PvP set of sectors, Granted, this was mostly discussion among the players, but we did get feedback from Jackalope who was in favor of such ideas. He was sure to make no promises, but Jack did state he wanted that himself (as a player).
