What is the lowest allowed rank grade to do higher level missions?

I've recently dinged lt cmdr 1 exploring the hromi cluster. Now i've moved to the Khazan Cluster, and the missions there are suited for lt cmdr 7.

I'm wondering what grade must i be at minimum before taking missions for lt cmdr 7?
