Criticism: Cannon Skills locked behind Lieutenant Rank

Why are Cannon Skills locked behind the Lieutenant/Centurion/Third ranks? The Jem'Hadar Fighter has Polaron Dual Cannons and a Polaron Turret as default weapons, yet any BOFF Tactical Skills that can utilize these weapons are locked behind the Lieutenant rank...which are not available to Small Crafts. The Cannon skills I'm referring to are Cannon: Rapid Fire and Cannon: Scatter Volley.
Beam: Overload and Beam: Fire At Will are available as Ensign skills, so why not Cannon skills?

    Given that Cannons generally do more damage than beams, it makes sense that their boosting skills are for Lt., Lt. Cmdr, and Commander ranks.

    If you want fairness, then I suppose the various Beam skills should also be nudged up one, but given that Engineering Ships are most likely the be using Beams, then you wouldn't be able to get Beam III skills any more due to a lack of Commander Tac slots!

    ...which then means that you'll never get to use Cannon: Rapid Fire or Cannon: Scatter Volley in a Small Craft.
