tier 3 security bridge officer bug

in Tribble - General Discussion and Feedback
anyone know away around problem as ive been trying too get security officer upgrade done for tier 3 but it wont let me 15 of each bridge officers too complete it and i know this is tribble test server but how can you test the best gear if starbase upgrading is bugged ?????? lol

    Have you made sure that all the Specializations in the Filters list are checked/ticked? Also, are they at the right rarity?

    i checked Specializations in the Filters list are checked/ticked all is ticked and there right color one thing i noticed is each bridge officer has a number 1 on it tried even ticking them 1 at a time it wont let me lol
