A bug? Something happening I can't seem to identify...

So, I have the T6 Discovery era Klingon Bird of Prey, the one that has the advanced battle cloak that stays on, but lets you launch torpedoes and mines. However, it's doing something strange, perhaps someone can suggest why?
Basically, it keeps sort of turning off. That is, I become visible and enemies can attack me, but my shields stay off and I can't fire energy weapons. It's as if I'm still cloaked, except I'm not.
Now, I've had it do this before when I've tried using boarding parties while cloaked. The ship uncloaks for a moment when the boarding parties beam back. However, this ship doesn't use boarding parties, so I know it's not that. In fact, NONE of the skills my character uses should be doing this with this ship. The character has a T'Varo refit that has the same cloak ability, and uses the same skills, but it doesn't do this... so I'm kind of at a loss to explain why it's doing it.
Anyone have any thoughts? Is it just a bug? If so, I'll repost in the bug forum, but I'm not certain that's what it is.
