Unslotting of traits, saved loadouts not saved...?

So, we're back to this again. Every time I change zones, all my traits unslot and become broken. Many times, DO assignments are also unslotted. All my ships "have" saved loadouts, but when I try to renable them, they won't reslot the traits or DOs, though they usually (not always) reslot the saved gear arrangement.

This has been going on for a WHILE.

Is there something I can do to fix this? Some way to save my loadouts locally, so I can copy them and back them up? SOMETHING?
