I have acquired the Legendary Bortasqu' Command Battlecruiser. I am attempting to equip the following consoles which provide a statement "Class Requirements not met."
Requirement: "Equippable on Command Battlecruisers and Command Warbirds."
Console - Universal - Defense Platform
Console - Universal - Tachyon Pulse Platform
Console - Universal - Fleet Support Platform
And why does the Bortasqu' not have a hangar like the other factional flagships?

The "Legendary Bortasqu' Command Battlecruiser" is a Battlecruiser with Command abilities, but it is not a "Command Battlecruiser".
Unfortunately, as words get added into ship names, this is leading to confusion with the ship names and consoles that have the same words but with different meanings.
These are the Command Battlecruisers - Eng / Tac / Sci.
Admittedly, the tooltips on quite a few consoles need updated or clarified and the way ships get worded needs a wee rethink to avoid this kind of confusion. Are you sure about this claim?
Let's list all the T6 Flagships for the four factions and tick off which ones have a Hangar Bay:
I've omitted the Legendary versions as they're an unfair comparison and the Lexington was a modified design stolen from the Mirror Universe.
Thus, your claim that Flaghips have Hangars is only 40% correct. (If we include the T5 variants, this drops to 33⅓%.)
I linked you the Command Battlecruisers so you could see the difference.
Then a image listing all the flagships checking off those without hangars. The name having "Command Battlecruiser" would identify it as a command battlecruiser.

Follow the links I posted and you'll see the three Command Battlecruisers for each faction.
The Legendary Bortasqu' is a Battlecruiser with Command abilities, and even though its' name says 'Command Battlecruiser', it isn't actually a Command Battlecruiser. That two words appearing one after the other in the name of the ship doesn't make it one.
If it had Intelligence abilities, it would have been a "Intelligence Battlecruiser"
Another example of the naming convention causing confusion would be the "Constitution III Miracle Worker Cruiser" which despite the words in its' name is not a "Miracle Worker Cruiser". It's a Cruiser with Miracle Worker abilities, and cannot equip the Miracle Worker Cruiser console set.
Similarly, the "Shran Light Pilot Escort" isn't a Pilot Escort - it's an Escort with Pilot abilities and cannot equip the Pilot Escort console set.
The Legendary Bortasqu' cannot equip the Command Battlecruiser console set because it's a Battlecruiser with Command abilities, and not a Command Battlecruiser.

In general, the text for what ship a console is allowed on has to be an EXACT match, not half a match. Those consoles have never been allowed on the Bortasqu' line of ships ONLY the 'Command Battlecruisers' and 'Command Warbirds', not 'Any Command Battlecruiser'. Just because the text on the console is a part match for the Legendary Bortasqu', doesn't not mean it is equippable on it and it certainly doesn't have Legendary listed on it. As I said, classifications are generally 'literal' (exact match).
This is has been explained many times. Sorry.
And as for a 'GM' saying it's a bug, they will always say to post here because they don't actually have anything to do with the game bar your actual account.
