Need help identifying a specific winter character cosmetic item

So, I have seen a handful of characters in the game that look like they are wearing a bunch of christmas lights as a necklace, or sort of tangled around their torsos. I suspect they are some kind of old winter event reward, but haven't been able to track down any definite info about them. Does anyone know what these are and if it is possible to get them?

    The only Winter costume item with Christmas lights that I'm aware of is the Festive Snowman sweater, which is still available from the Holiday Item Vendor.

    That appears to be it. I always thought the lights were separate, and never noticed that I always saw them on the same style of sweater.
