Malachowski class bits?

I've been tinkering with the look of my Tier 6 Light Cruiser, and I kind of like some of the Malachowski parts on the ship I've been kitbashing... but I can't figure out how to get access to them. I mean, there's a Tier 6 Clarke class ship that indicates it includes the Malachowski skin... but I don't need another tier 6 ship. Isn't the Malachowski a Tier 1 ship? Shouldn't I be able to reclaim that ship and get access to the parts?
