How does the Flagship Tactical Computer work?

I can't seem to understand how this console works. It says it gives +19% directed energy bonus, but when I install it, it drops to 2.5%. Even if I install the compete set, I don't get back to 19%. Is it tied to the ship (Legendary Battlecruisers?)

    Are you checking the console in non-sector space ?

    Sounds very much like you're looking at this on a Ground Map.
    If you want reliable Space numbers, you should be in space - and preferably in a combat-enabled map.
