Assimilated Tractor Beam

Shouldn't the Assimilated Tractor Beam be a Universal Systems trigger. I know it's not used very often however, I am and it doesn't seem to proc. Universal Systems.

    You mean from the Borg set? It's not a proc...it's a ability you need to activate

    I know I have to activate it. My question is, shouldn't it Proc Universal Systems.

    If you mean 'Unconventional Systems', no, it's not a Bridge Officer ability, it's a Set-Piece ability.
