So, I have an old game called Dangerous Waters that I still play. One of the coolest things about it is that I can issue commands to my ship by SPEAKING. "Make your depth 1-6-0," "Make turns for 3 knots," and so on. I've often wished I could do the same sort of thing for STO, but I've no idea how to set it up.
Anyone more PC savvy able to tell me how to go about it (assuming it's possible)?

There might be programs that can translate voice input into in-game inputs, that said I don't any for STO. That said voice commands became something of fad and died out when it became clear that you couldn't reliably make program those to work if had a different accent then those who made the voice control algorithms in the first place.
The interface is very simple and easy to use. You just assign a key to the thing you want done and then in the software you put the phrase it should listen for. For example, you set 'fire all weapons' to F, then you tell Voice Attack when you say 'Fire everything' it simply presses F for you. The program also has a setup where it trains for your voice, accents should not be an issue.
It has a free trial on their site if you want to test it. I use it for Elite Dangerous, I play the game in VR and can't see my keyboard, so I use voice attack for any features that I can't map to my flight stick. I use it to say things like 'deploy landing gear,' 'set throttle to 75%,' stuff like that and it works great.
Voice Attack as stated above, I've used it to drive my ship around and fire weapons. It was fun for a while, "turn right, full impulse, all stop" "fire" "fire everything". Keybinds are a good idea too with this!
I've used voice attack with sto but for anything involving keybinds more complex than a single key press then best forget about it unless you're somehow blessed by not having the game require multiple attempts before a command is accepted.

and then there are the choices.. "fire fire fire" or "Pew Pew Pew"
